That's a tricky problem. If you need a precise solution, you are in
trouble. If you need a first estimate, then try to do some research on
mixing formulars from people like Garnett, Bruggeman, Looyenga or
Berman. A starting point would be:

Some more specific information can be found in: IEEE Transactions on
antennas and propagation. Foe example: "Novel Material with narrow-band
transperency window in the bulk" written by C.A. Kyriazidou et al. (vol.
48, no1, pp.107-117). Although this is a more theoretical paper, there
are also lots of other references.
