You can use Latix spheres. I'm not sure where to get them, but they come in
many different small sizes. Years ago we used them to calibrate particle
detection tools.

Dear MEMS workers,
I am working with a photogrammetry system to measure
the defomation of MEMS components. As a part of sample
preparation I have to make very small dots on the
surface of the part to be tested. I normally spray
some paint but for the components of less than 5 mm
size, it looks like i need to have smaller dots..(say
about 20 microns...)
Now, i was wondering how i can spray such fine dots on
a surface...I would be grateful if anyone could
suggest me a way out.
