You do not need anything special, the power requirements depend on the area you
wish to plate.  In the mems world of very small dimensions you can use a small
metallurgical electropolisher.  You may want to stick a more sensitive meter,
(current and voltage) and a timer on the setup...

You may want to buy a commercial copper bath, sold at most hobby shops for under
$25.
