You can acid treat the PDMS surface.  I've typically placed PDMS blocks
in warm 0.1N HCl for 2hrs and then heat cured the blocks onto glass at
80degC overnight.  This will give you a good bond, but it won't be
irreversible - e.g. a fully enclosed 1 x 1mm feature can only withstand
about 8-10psi of applied pressure before bursting.
