Simple vapor prime with any of the high fluorine silanes. For example
(heptadecafluoro1,1,2,2,-tetrahydrodecyl)trichlorosilane can give you
contact angles of 130 degrees.  Teflon is only 120 degrees.  You need to
vacuum dehydrate then treat with heated silane vapors to achieve
surfaces that moisture does not attack. We have built specialized
equipment to do this for years. Test us free.
