Hydrophilic or hydrophobic surfaces

Anyone familiar with plasma treatment of surfaces
specially fluorination and silylation. I would like to
know about the technology to decrease the surface
energy. I am interested in hydrophilic and hydrophobic
surfaces. Any ideas or suggestions???

What could be potential methods to characterize these
surfaces??
