Our group encountered a similar problem once, and the solution at the
time was to manually (i.e. with a text editor) write the pattern in
Post Script, that would guarantee all dimensions were preserved. Of
course its not an option if the pattern is even moderately complex.

I would still suggest trying to export into PostScript, but in general
this problem is rather complex.  Even Autocad usually will not print
its drawings in correct scale or resolution, and vendors of photomasks
are unwilling to provide software that will do so.
