Dear Gianmario,

IEEE and IET are independent organizations. Both publish scholarly journals,
and some time ago IEEE developed IEEEXplore, which is a platform for
delivering digital content. This platforms is used to access IEEE journals,
but IEEE also has agreements with other organizations (for example IET or IBM)
so that they can use the platform for distributing their own content. So there
has not been any buying of other publishing organizations by IEEE, at least
that I know, only an agreement to use Xplore.
