There are many job shops around the country that accept Gerber data and can
produce photoplots from this data at a reasonable cost. A simple plot on
film that has dimensions of 8x10 for example costs $11 from the vendor I
use. These photoplotters are usually Fire 9000s and they have a resolution
of 1/4 mil or 6 microns. There are also shops (one in the midwest) that
have 1/16 mil resolution plotters. I have used this approach with success
to produce a contact print to a chrome mask. If the features you are trying
to build are no smaller than about one mil, this is a cheap and quick
method to produce masks.
My local vendor does not accept data other than Gerber data. We use a
converter from Artwork Conversion Software to convert our DXF data into
Gerber data and then modem the result to the vendor. This step sounds
trivial, however it needs to be done with care to achieve good results.

What I am going with now is reverting back to some old stamping grounds,
namely PCB manufacturing services.
I am going about using a photoplotter service as used by the PCB
Electronics industry (Printed Circuit Board). You should find that you
can get down to about 3.6 micron or 8000 DPI.
Photoplotting services are plentiful in the pCB industry.
