The printed circuit board industry uses stencils cut by lasers from thin
stainless steel.  (They use them for applying solder to PCB boards).  The
minimum hole size is about .001", I think, with the stencil thickness also
on the same order of thickness.  They should be available for about $300.

Goto to Google and search on "Laser Cut Stencil", and a bunch of companies
should pop up.
