There is a good MEMS/BioMEMS/micro- and nano-fluidics program at Cornell,
for example Prof. Craighead  in the Applied Physics Department (I
recently graduated from that group), Prof. Kan in EE, and a few others.
Check out for example the Cornell Nanofabrication Facility home page
http://www.cnf.cornell.edu/ and look at the ongoing project descriptions.

I'm also starting a grad program in MEMS at the U of Manitoba, in
Winnipeg, Canada. The school here is amazing and there is an entire new
MEMS lab being built here which will be operational in September. You
might want to consider coming up here for a visit.
