We've had good luck with photo sciences (www.photo-sciences.com). They have
a "fast track" program. Once you upload, they get the mask to you in a few
days. I'm not sure what your mask would cost, but we pay about that for 5"
masks.

Hi, I'm looking a merchant to make a 4" soda-lime glass plate mask set,
6 layers, each layer's reticle size is 2.1x2.3 cm. Smallest feature size
is 5 um. The quote I got from HTAphotomask is $350.00 per mask totalling
to 6x350=$2,100.00. I'm checking to see whether there's anything
cheaper. Thanks!
