One widely used technique is direct laser ablation using a KrF excimer
at 248 nm. We used this technique to produce via's from 25-1000 microns
in electroplated polyimide radiation detectors. You should be aware that
the cost of ownership on these systems are quite high. Also, if you want
to machine holes over a large area, say larger than a few square cm this
may not be the solution for you. Here's some companies that will quote a
system for you:

Dear all,
I'm searching information about the different technical possibilities
to
cut holes of 200 micron diameter in Kapton film.
The profile of the material must keep a good quality.
Any input is appreciated.
Regards,
Lucia Beccai
